The Koolux X16 is water-resistant and suitable for riding in light to moderate rain. It is not fully waterproof and should not be submerged. Short term, your product can get a little wet and be in the rain, but any long-term exposure can cause serious problems.

Is the Koolux X13 Electric Bike road legal?

This model is designed for off-road/private land use and is not intended for public roads, cycle lanes, or pavements. It does not meet UK road-legal e-bike requirements (including the 250W limit), so it shouldn’t be used as an EAPC on public highways.
